COAHRIS: Human Resource Information System for COA Region XI

COAHRIS is a web-based Human Resource Information System built for the Commission on Audit, Regional Office XI, to replace manual, paper-based HR workflows. It covers the full employee lifecycle: an online recruitment pipeline (applicant portal, application tracking, COA-PET exam and interview scheduling with conflict/lunch/office-hour rules, and competency-based strengths/weaknesses analysis); leave management aligned with CSC Omnibus Rules, including automated leave-credit accrual and a CS Form 6 generator; attendance with Daily Time Records (CSC Form 48), tardiness/undertime computation, and holiday/travel handling; and performance evaluation based on SPMS/IPCR. Interactive analytics dashboards give HR real-time, filterable insights across every module. Sensitive applicant documents are protected with client-side end-to-end encryption (AES-256-GCM with per-role RSA-OAEP key wrapping), backed by one-time email security codes. The system's core business logic is covered by an automated Pest test suite.
